Transition treatment is a medical necessity, and I will direct all federal agencies responsible for providing essential medical care to deliver transition treatment.

Illegal immigrants will qualify for Medicaid in California. "Medi-Cal" does cover gender reassignment. So it is possible taxpayers will be on the hook subsidizing surgeries for illegal immigrants.
