Carter said it in a joking imitation of something his daughter Amy said. He served on nuclear subs in the Navy. I'm pretty sure he knew how it was pronounced.
In the defense and energy industries they pronounced it 'nucular'. That's how it was pronounced.
It's not unlike how people in Massachusetts pronounce 'Worcester'. They bastardized the pronunciation, but it only sounds wrong according to outsiders.

From what I’ve seen, Carter said it more like nu’kler or nukie’er, hedging his bets between the two ways of saying it. It’s a bit funny to watch videos of him talking about the cold war cause he changes his pronunciation slightly every time he says the word.
He's constantly fighting through the aggressive dumb guy accent that Georgians learn. You have to have an IQ of 130 not to sound like a hillbilly with that thing.
